The Program of Distinction budget includes funds to support modest faculty project(s). These funds will be distributed through the Justice and Safety Center (JSC) and are independent of money distributed by the University Research Committee and the Justice and Safety Research Committee. Funds from this pool are intended to provide for justice and safety technical assistance including but not limited to needs assessment, program development, and/or training for local communities in Kentucky or the entire state.

The following are the criteria for evaluation proposals for technical assistance grants:

  • Significance of the project to the broad area of justice and safety;
  • Likelihood of the project resulting in a presentation and/or publication; please specify intended outlets for dissemination.
  • Commensurability between the project 's significance and projected products on the one hand and the proposed expenditure of resources on the other;
  • Likelihood that the project will facilitate acquisition of additional funding from external sources to support furtherance of the investigator's research agenda.

Please specify potential funding sources.

Proposals will be accepted for consideration on a monthly basis, by the 15th of each month or first working day thereafter. The Justice and Safety Technical Assistance Advisory Committee (JSTAC) will meet when necessary to consider proposals. Consistent with the procedures used to review proposals for research/service project(s), the committee will determine, by simple majority vote, which grant proposals to recommend to the JSTAC chair for funding. The chair will (a) concur with the committee's recommendation in which case the proposal will either be funded or declined or (b) not concur with the committee in which case the committee's recommendation and chair's rationale will be presented to the College Academic Committee for a final decision.

Proposals should be submitted to the JSTAC Chair, c/o the Justice and Safety Center, 245 Stratton, 521 Lancaster Ave., Richmond, KY 40475. Proposals should be brief and consisting of no more than 10 doublespaced pages, excluding the budget, but must include the following:

  1. State the problem in the context of relevant literature in a way that clearly demonstrates the significance and purpose of your project activity. This includes documentation of the current state of the problem and what your project will contribute.
  2. Describe the proposed activities in detail (e.g. targeted assistance to a local community, why a particular community was selected, subjects, data collection procedures, needs assessment process, program evaluation process. any analytic considerations, and written verification of the community/agency/entities willingness to participate in the project). If you are proposing survey research, please append the complete instrument or indicate the dimensions to be measured, giving examples of questions to be asked. If you are proposing research for a continuation of research please identify reason for request.
  3. Indicate the products anticipated from the project (e.g. policy & procedure, industry guidelines, training curriculum, training video/CD, publications, external grants, etc.).
  4. Give the proposed duration of the project.
  5. Where applicable, describe the status of previous work funded by the JSC, including an indication of products.
  6. Provide a proposed budget consisting of itemization and explanation for such areas as travel, professional time, and student assistance. Budgets should not include indirect costs but must include fringe benefits; refer to the attachment for hourly rate and fringe calculations. Consultant services may be budgeted where needed, and consultant rates will be in accordance with University policy. Please do not budget postage or supplies, as these costs can be covered by other internal sources. Departments will be responsible for funding incidental office supplies or postage.
  7. The project director will be required to submit periodic reports at the request of the Committee and three copies of the final project report, within 90 days from the close of the project, to the Chair, Justice and Safety Technical Assistance Committee, c/o Justice and Safety Center, 245 Stratton, and 521 Lancaster Ave., Richmond, KY 40475. Products developed through the project should be included with the final report (training curriculum, policy & procedures, publications, etc.).

Grant amounts will generally range from $1,000 to $8,000 and should be commensurate with the nature and scope of the research project, however, requests for larger sums will be considered based on exceptional justification. One half of the funds will be presented in the beginning and the other one half upon completion of the project. All activities (e.g., faculty and student employment, travel, supplies, human subjects, etc.) should be in accordance with University policy and procedures. If a project is approved for funding and human subjects review is necessary, funding will be contingent on the human subjects committee approval.
